On Tuesday, April 21, 2015, at approximately 1:00 PM, the complainant, 23 year old Janet Ceaser, was last seen at her residence on the 4500 block of 17th Street. It is believed that Janet left the house due to an argument that she had with a family member.
Janet is 4’9”, 110 lbs, with a very thin build, brown eyes, dark brown complexion, and black shoulder length hair; last seen wearing a rust colored waist length leather jacket, blue jeans and black sneakers. Janet suffers from a cognitive deficiency and has the mental capacity of a 12 year old.
Janet is known to frequent the Burger King at Broad Street and Wyoming Avenue, the McDonald’s at Broad Street and Hunting Park Avenue, as well as the SEPTA Transportation Center at Broad Street and Olney Avenue.
