The Philadelphia Police Department needs the public’s assistance in locating Missing Person Arnold Tolbert, who was last seen at his residence at 21xx North 28th Street. Arnold was last seen at 1:00pm Thursday, April 23rd by his sister.
Arnold is 49 years old, 6′, very thin build with brown eyes and black hair. He was last seen wearing a black jacket, blue jeans and brown/black boots, a hat and gray polo shirts. Arnold also suffers from dementia.
